UefiCpuPkg/UefiCpuPkg.ci.yaml: Ignore RISC-V file
REF: https://bugzilla.tianocore.org/show_bug.cgi?id=4076
RISC-V register names do not follow the EDK2 formatting.
So, add it to ignore list for now.
